Can doctors refuse ADHD meds because of other health issues?

Personal experience only. My GP paused stimulant refills until cardiology cleared me after palpitations. It felt like refusal, but they said it was risk review, not punishment. Once my heart workup was normal, ADHD meds resumed with closer follow-up. For me the confusing part was how similar the bad weeks felt to ADHD, even when something hormonal was clearly going on. I wrote down timing and symptoms and brought that to follow-up. Nobody in my care team told me to replace ADHD treatment with hormones. I am only describing my own months, not a plan for anyone else.
