It can be both, but task paralysis is very common in ADHD. When tasks feel unclear, emotionally loaded, or overwhelming, the brain can freeze instead of starting. This is not procrastination by choice. It is an executive function shutdown. Stress makes it worse, but ADHD makes the threshold lower. Breaking tasks into the smallest possible first step can help bypass the freeze response.
