In Canada a medical licence and a specialist certification are related credentials, not the same document. A licence is the legal authority to practise medicine in a province or territory, issued by that jurisdiction's college of physicians and surgeons or by the CMQ in Quebec. Specialist certification such as FRCPC is a Royal College fellowship.
