Yes, and this is extremely common in ADHD. Administrative tasks require sustained executive function, sequencing, error checking, and working memory, often without immediate reward. Even if the task looks simple, the cognitive load is high.
This is why paperwork can feel more exhausting than hands on or creative work. The fatigue is real and neurological, not a motivation issue. Breaking admin into short bursts and pairing it with breaks can reduce burnout.
